Check out Central Contra Costa County where Comcast did not organize under DIVCA. They agreed to pay .71 per sub for PEG services. Now with millions stuck away in city coffers the Contra Costa Cable Consortium has been dismissive to legitimate applicants to provide public and educational television. The biggest crime is education. With school districts strapped for money a prime opportunity to build distance learning services has been thwarted by people charged with managing PEG, but instead stuff the money in their pockets or use it disproportionally for metro area data networks, government propaganda, or just stuff the money. What a waste.
